提升海軍裝備維保效能的策略與模擬:以AAV7兩棲突擊車為研究對象

摘要 國軍主戰裝備的維保系統對於台灣的防禦作戰至關重要,然而目前研究不足且缺乏長期動態性的裝備維保系統模擬模型。因此,本研究運用系統動態學(System Dynamics)的技術,以國軍主戰裝備AAV7兩棲突擊車為例,企圖建構具可預測性的維保系統動態模型,其中包含裝備維護管理、料件供補管理和維保人力管理等三個次系統,希望能提升模型的完整性。此外,模型建構時考量了全壽期管理(Life-cycle management)、物流管理(Logistics management)和人力資源規劃(Human resource planning)的概念,並結合五大要素,即金流、物流、資訊流、人流及逆向物流,以找出影響裝備妥善率的關鍵因素。研究的目標是提供具體改進建議,為未來的軍事裝備維保系統研究提供有價值的參考,實現國軍裝備的永續發展,並提升國軍整體戰力。
關鍵字:AAV7兩棲突擊車、系統動態學、維保系統。 ABSTRACT The maintenance system of the military's main combat equipment is crucial for Taiwan's defense operations. However, current research is insufficient, and there is a lack of long-term dynamic simulation models for equipment maintenance systems. Therefore, this study employs System Dynamics techniques to construct a predictive maintenance system dynamic model, using the AAV7 amphibious assault vehicle as an example. The model includes three subsystems: equipment maintenance management, spare parts supply management, and maintenance personnel management, aiming to enhance the model's completeness. Additionally, concepts such as life-cycle management, logistics management, and human resource planning are considered during model construction. The study also integrates five major elements: cash flow, logistics, information flow, human flow, and reverse logistics, to identify the key factors affecting equipment reliability. The goal of the research is to provide specific improvement recommendations and valuable insights for future studies on military equipment maintenance systems, ultimately achieving the sustainable development of the military's equipment and enhancing the overall combat capability of the national defense forces.
