摘要

本研究分析俄羅斯與烏克蘭戰爭當中,藉由俄羅斯對於烏克蘭使用飛彈與無人機,分析莫斯科的戰術。本研究分析821次俄羅斯發射和824次烏克蘭成功攔截事件,顯示烏克蘭在戰術與防禦上的有效整合,然而仍面臨俄發射的飛彈/無人機未能完全被攔截之挑戰與問題,凸顯俄羅斯在電子戰領域優勢。研究亦發現,俄羅斯先後針對烏克蘭軍事及能源設施,以及民用基礎設施進行攻擊,旨在削減烏克蘭民眾鬥志,耗竭西方援助,進而促使烏克蘭接受俄羅斯所提出之條件。俄方廣泛運用伊朗研發的Shahed-136無人機,迫使烏國動用昂貴防禦系統,同時基輔加強無人機戰力,使其成戰爭核心武器。本文可作為瞭解俄烏戰爭當中雙方運用飛彈與無人機之作為,並發展國家和地區有效安全保護政策基礎。

ABSTRACT

This study analyzes Moscow's tactics by examining Russia's use of missiles and drones against Ukraine in the Russia-Ukraine war. The research analyzes 821 Russian launches and 824 successful interception events by Ukraine, demonstrating the effective integration of tactics and defense by Ukraine. However, Ukraine still faces the challenge of not being able to completely intercept the missiles/drones launched by Russia, highlighting Russia's advantage in electronic warfare. The study also finds that Russia has successively targeted Ukraine's military and energy facilities, as well as civilian infrastructure, aiming to reduce the morale of the Ukrainian people, exhaust Western assistance, and ultimately force Ukraine to accept the conditions put forward by Russia. Russia has widely used the Iranian-developed Shahed-136 drones, forcing Ukraine to deploy expensive defense systems, while Kyiv has strengthened its drone warfare capabilities, making them a core weapon in the war. This paper can serve as a basis for understanding the use of missiles and drones by both sides in the Russia-Ukraine war and developing effective security protection policies for countries and regions.
