摘要

隨著自然災害和地緣政治緊張局勢的增加,國軍在保護國家和人民安全方面的角色日益重要。國軍採取「救災視同作戰」的理念,突顯其在非戰鬥狀態下的關鍵作用,強調快速反應與高效的危機管理能力的重要性。特別是提升軍事醫療人員的自我保護與救護技能成為提高救援效率和生存率的關鍵。
透過結合NASA主觀量測指標(NASA-TLX)與模擬戰場環境的研究,深入探討了國軍面對自然災害及政治挑戰時的應對能力,重視技術、物質資源配置以及人員的心理韌性和認知負擔。 此研究指出調整環境燈光能改善救護效能,但勤前教育在高壓力的環境下效果不顯著,顯示需要更有效的訓練方法。這些發現對增強軍事醫療系統的應對能力具有重要意義,不僅提升了國軍的快速反應與決策效率,也同時提供了危機管理經驗。國軍從戰場到災區的轉變,不僅是對其戰鬥準備能力的延伸,也是對全民國防概念的實踐,證明了軍隊在災害應變中不可或缺的作用,特別是在大量傷患的快速檢傷與救治方面。

ABSTRACT

With the increase in natural disasters and geopolitical tensions, the role of the military in protecting national and public safety is increasingly important. The military adopts the concept of "disaster response as combat," highlighting its crucial role in non-combat situations and emphasizing the importance of rapid response and efficient crisis management capabilities. Particularly, enhancing the self-protection and first aid skills of military medical personnel is key to improving rescue efficiency and survival rates.
This study delves into the military's capabilities to handle natural disasters and political challenges by integrating the NASA Task Load Index (NASA-TLX) with simulated battlefield environments, focusing on the allocation of technological and material resources, as well as the psychological resilience and cognitive load of personnel. It points out that adjusting environmental lighting can enhance rescue efficacy, but pre-mission education has limited effectiveness under high pressure, indicating the need for more effective training methods. These findings are significant for enhancing the capabilities of military medical systems, not only boosting the military's rapid response and decision-making efficiency but also providing valuable crisis management experience. The military's transition from the battlefield to disaster zones is an extension of its combat readiness capabilities and a practical implementation of the total defense concept, proving the indispensable role of the military in disaster response, especially in the rapid triage and treatment of a large number of casualties.
