摘要

根據災例顯示，道路運輸系統一旦於災害受損，除造成運輸服務中斷，更會影響道路下方之維生管線傳輸，進而危及都市日常正常運作。鑑於目前國內外相關文獻中，大抵進行道路系統自身實體安全與災後疏散路網之研究，而道路運輸系統於災害中所導致之間接衝擊，與道路運輸流量、周遭社會衝擊亦需為衡量風險的重要因素，因此本研究彙整過去災害經驗與文獻，以案例分析探討道路運輸系統受災之衝擊風險，整體客觀的進行道路受災之各面向脆弱性因子分析，期望提供道路運輸系統於防救災管理之參考。

ABSTRACT

According to the disaster cases, the road transportation system was damaged during the disaster period, it would not only cause the interruption of transportation services, but also affect the transmission of pipelines under the road. Review the road transportation system literatures, there is a lack of indirect impact caused by disasters, transportation flows, and social impact. This study summarizes the past disaster experience and literatures, to evaluate the risk of the road transportation system, and proposed the physical vulnerability, economic vulnerability and social vulnerability factors. The results of this study could provide reference of disaster prevention management by the road transportation system.
