摘要

因應未來戰爭型態改變,國軍「雲豹」八輪甲車係在國防自主研發政策推動下,發展為現代化武器系統,其具有機動快速及火力強大的作戰能力,可符合國土防衛作戰環境的戰略特性;另外,藉由不同車型的演進,逐步強化地面部隊的整體戰力。未來如何維持裝備妥善使八輪甲車得以順利執行任務,是值得重視與探討的議題。

八輪甲車CM32/33/34系列自西元2011年起分批量產、部署服役逾10年,隨著部隊演訓任務持續運用,裝備磨損與料件消耗逐漸增多,造成維護人員工作負荷愈趨嚴重;且料件存量基準難以及時滿足現行維護作業需求,進而影響裝備的妥善率。本研究運用系統動態學探討影響裝備妥善率的關鍵變數,據以建構動態模型,並進行模擬與政策分析;透過調整人員招募率、實際從事維護人數及料件安全存量基準等變數,觀察對妥善率的影響與變化,進而提出改善方案,以供決策單位制定政策的參考依據。

ABSTRACT

    In response to the change of future war patterns, the ROC eight-wheel armored vehicle is developed into a modern weapon system under the promotion of national defense independent research and development policy. It has fast mobility and powerful firepower combat ability, which can meet the strategic characteristics of the national defense combat environment. In addition, through the evolution of different vehicle types, the overall combat capability of the ground forces is gradually strengthened. In the future, how to maintain proper equipment condition and enable the eight-wheeled armored vehicles to perform tasks smoothly is a topic worthy of attention and discussion.

    Cm32/33/34 series of eight-wheel armored vehicles have been in mass production and deployment for more than 10 years since 2011. With the continuous use of military exercises and training missions, equipment wear and material consumption have gradually increased, resulting in more and more serious workload of maintenance personnel; Moreover, it is difficult to meet the requirements of current maintenance operations immediately according to the material stock benchmark, thus affecting the appropriateness rate of equipment. Therefore, this study uses system dynamics to explore the key variables affecting the equipment appropriateness rate, based on which a dynamic model is constructed, and simulation and policy analysis are carried out; Through adjusting the variables such as the recruitment rate of personnel and the actual number of maintenance personnel and the material safety stock benchmark, the influence and change of the proper rate are observed, and then the improvement plan is put forward, which can be used as the reference basis for decision-making units to make policies.
