堆高機操作員資格改制技能檢定對職業訓練機構之影響
The Influence of Forklift Operators’ Qualification by National Skills Certification on Vocational Training Institutions

摘要

勞動部為提升勞工技能,遂將堆高機操作改成考、訓分離制度,以落實技能檢定,此變革對相關機構與人員造成不小衝擊。本研究蒐集國內外資料,並對職訓機構及專家學者進行訪談,最後以4M1E法進行分析探討。經與美國、日本、香港和中國大陸進行比較,台灣堆高機操作人員教育訓練術科時數明顯偏少,且資格認證採中央主管機關技術士技能檢定及發證。又操作資格改制為技能檢定對職訓機構主要影響,在人員方面,招生人數減少,並增加術科實習講師;在器材方面,必須增設學、術科場地及機具和相關軟硬體設備;在教材方面,需使用經主管機關備查、指定或統一編制者;在制度方面,政府對訓練機構施行評鑑及學術科監評人員嚴格規範;在環境方面,強化學術科技能檢定機具及設備設置條件。建議主管機關應增加術科操作實習、縮短取得操作資格期程,並配合實際狀況檢討規範及流程,以更符合實務需求。

ABSTRACT

    In order to improve labor’s related skills at workplace, Ministry of Labor replaced operation tests of forklift with the system of separation of training and testing for promoting the rules of skill tests. However, this change had an impact on related vocational training facilities and vocational trainers, and the influence it brought needed to be clarified. This research referred to information from Taiwan and foreign countries. It also organized with the combination of Occupational Safety and Health Act in our nation and some interviews with of vocational training facilities and experts. Finally, it discussed and analyzed by 4M1E method. The practice of testing forklift operators after training earns the recognition. Moreover, it also improves the concepts of professional quality and safety and health, and prevent accident injury. As a result, it not only enhances the credibility of certification, but strengthen the professional knowledge and quality of trainees.
