摘要

國際標準組織(於2018年發布新世代的職業安全衛生標準ISO 45001,取代原先OHSAS 18001國際標準,ISO 45001關注組織背景與利害關係人的需求與期望,因此更能確保職安衛管理與組織策略與目標方向一致。本研究係 在ISO 45001的架構下運用多準則決策方法來探究影響組織職安衛管理成效之關鍵因素,並建構職安衛管理系統之績效評估準則,希冀用來評估各單位在職安衛管理上的執行成效與提出改善建議。本研究藉由文獻歸納及參考國際推行職安衛管理標準建構績效評估初步準則,再以修正式模糊德菲法進行確認,共計獲得七大構面和29項評估準則;接著運用DEMATEL分析準則間之影響關係,進而結合DANP 法求取各準則之相對權重值與重要性排序,最後運用 TOPSIS 進行八個中、高風險個案之實際運用分析。研究結果發現,影響職安衛管理績效最重要構面為「領導面」,顯示領導階層的支持與承諾對於管理成效具有非常重要之影響;而準則中「持續改善」權重值最高,表示組織應藉由持續改善職安衛管理系統之適當性、充分性及有效性以促進組織安全績效及提升安全文化。

ABSTRACT

The International Standards Organization (ISO) has released a new version of Occupational Safety and Health Standard (ISO 45001) in March 2018, replacing the original OHSAS 18001 international standard. The main difference between the two standards is that OHSAS 18001 focuses on the management of occupational safety and health hazards within the organization, but ISO 45001 pays more attention to the background of the organization and the needs and expectations of stakeholders. It will better ensure that occupational safety and health management is consistent with the organizational strategies and targets. Therefore, under the framework of ISO 45001, this study says how to use a multi-criteria decision-making method to explore the key factors that affect the effectiveness of occupational safety and health management, and to construct performance evaluation criteria for occupational safety and health management systems, hoping this study can be used to verify and evaluate the effectiveness of various units in the implementation of occupational safety and health management and propose improvements. This study summarizes the literature and refers to the current international implementation of occupational safety and health management standards to construct preliminary performance evaluation criteria, and confirms with the integrated fuzzy Dephi method. A total of seven facets and 29 evaluation criteria were obtained; then DEMATEL was used to analyze the influence relationship of the criteria, and then the relative weight values and importance rankings of each criterion were obtained in combination with the DANP method, and finally TOPSIS was used to conduct 8 medium and high-risk cases practical application analysis. The results of the study found that the most important factor affecting occupational safety and health management performance among the 7 facets is "leadership". Under this facet, "leadership and commitment" is the most critical criterion, indicating that when a public institution introduces the occupational safety and health management system, obtaining the support and commitment of the leadership has a very important impact on management effectiveness. Among the 29 standards, the weight value of "continuous improvement" is the highest, indicating that public institutions should promote the safety performance of the unit and improve the safety culture by continuously improving the appropriateness, sufficiency and effectiveness of the occupational safety and health management system.
