執行洗掃街工作與民眾滿意度之分析 —以近五年屏東縣為例

Analysis of the Implementation of Street Cleaning and Public Satisfaction- Take Pingtung County as an Example in the Past Five Years

摘要

髒污的道路容易因行駛的車輛捲起揚塵,而使空氣中懸浮微粒增加,使得空氣品質惡化。本研究利用近五年(105年~109年)屏東縣執行洗掃街計畫之數據資料,分析了街塵負荷量、乾沉降、洗掃街長度與滿意度等之歷年變化情形,並進一步探討洗掃作業與滿意度間之關聯特性。研究發現,歷年滿意度上,整體滿意度於106年為83%屬最低,而109年滿意度為89%屬於最高。同時,其歷年(105年~109年)民眾滿意度與常態洗掃路段50號篩、常態洗掃路段200號篩、車流量、洗街前落塵量、洗街後一小時落塵量、洗街後二小時落塵量、洗街後三小時落塵量、月平均洗街長度、月平均掃街長度之間的相關程度上,以歷年之「民眾滿意度」與洗街後一小時落塵量有顯著正相關(r=0.965,p<0.05)。

ABSTRACT

Dirty roads are prone to dust caused by moving vehicles, which increases the amount of suspended particles in the air and deteriorates air quality. This study uses data from the Pingtung County implementation of the street cleaning plan in the past five years (105-109) to analyze the changes in street dust load, dry settlement, length of street cleaning, and satisfaction over the years. Moreover, we explore the correlation characteristics between cleaning and cleaning operations and satisfaction. This study found that in terms of satisfaction over the years, the overall satisfaction rate was the lowest in 106 with 83%, while the satisfaction rate in 109 was the highest with 89%. Also, people’s satisfaction and normal cleaning section (No. 50 screen), normal cleaning section (No. 200 screen), traffic flow, amount of dust falling before street washing, amount of dust falling one hour after street washing, street washing are discussed. The degree of correlation between the amount of dust falling in the last two hours, the amount of dust falling three hours after washing the street, the average length of monthly street washing, and the average length of monthly street sweeping, the "popular satisfaction" over the years and the amount of dust falling one hour after street washing are significant positive correlation (r=0.965, p<0.05).
