運用系統動態學探討國軍教育訓練供需對教學品質影響之研究

摘要 隨著各國軍事科技裝備發展迅速,國軍在不與其進行軍備競賽原則下,盱衡敵情威脅與未來作戰需求,應強化我國軍人才教育訓練,而教育訓練之工作,已成為軍事訓練機構訓練專業人才重要之機關,尤其近年來國軍經歷精實、精進及精粹案後,再加上教官人力逐漸流失及教學裝備老化的情況下,未來如何有效善用既有之資源及發展師資能量,來滿足人員教育訓練之需求,應是我軍事教育訓練單位值得深入探討的議題。
而影響教學品質系統的因素甚多,包括教官師資專業素養、人員供需的平衡、接訓的負荷能量及教學裝備數量等,彼此互相影響,且具有環環相扣的因果互動關係,故本研究以砲兵訓練指揮部為研究對象,運用系統動態學探討影響教學品質之關鍵變數,據以建構動態分析模型,並運用此模型進行政策模擬與分析,探討不同政策,對於教學品質之影響趨勢,其相關政策建議將於文內實施探討。
關鍵字:教學品質;教官人力及素質;工作負荷;系統動態學。 ABSTRACT With the rapid development of military technology and equipment in various countries, the national army should not engage in an arms race with it, and balance the threat of the enemy's situation with future combat needs. The education and training of our military personnel should be strengthened. The work of education and training has become the training of military training institutions. An important institution for professional talents, especially after the national army has experienced lean, diligent, and quintessential cases in recent years, coupled with the gradual loss of instructors and the aging of teaching equipment, how to effectively use existing resources and develop faculty in the future? To meet the needs of personnel education and training should be a topic worthy of in-depth discussion by our military education and training unit.
There are many factors that affect the teaching quality system, including the professional quality of instructors, the balance of personnel supply and demand, the load energy of training and the quantity of teaching equipment, etc., which affect each other and have interlocking causal interactions. Therefore, this research Taking the artillery training headquarters as the research object, using system dynamics to explore the key variables that affect teaching quality, construct a dynamic analysis model based on it, and use this model to simulate and analyze policies to explore the influence trends of different policies on teaching quality. Relevant policy recommendations will be implemented and discussed in the article.
