2021年1月29日林園工業區聯成化學科技股份有限公司林園廠發生重大火警事故，徹底引爆從1月12日起，在林園工業區內連續發生的4起工安事故，高雄市民所積累的不安與憤怒的情緒。事後調查顯示事故本身是可以被預為防阻的，事故的根本原因則直指業者自主管理上有嚴重的缺失，特別是在防火管理上，漏洞百出。本研究藉由林園工業區聯成林園廠的事故災例，從危險物品管理、消防安全設備設置、乃至於自衛消防編組，檢視石化業防火管理方面的執行缺失，作為石化業提昇整體工安形象的重要支撐，並降低工安事故的發生及危害。

On January 29, 2021, a major fire accident occurred at the Lin-Yuan Plant, UPC in Lin-Yuan Industrial Zone, which completely detonated the anxiety and anger accumulated by the citizens of Kaohsiung. Since January 12, there have been 4 consecutive industrial safety accidents in the Lin-Yuan Industrial Zone. The investigation after the accident showed that the accident itself can be prevented, and the root cause of the accident is that the industry has serious deficiencies in self-management, especially in fire management, which is full of loopholes. Based on the fire disaster case of Lin-Yuan Plant, UPC in Lin-Yuan Industrial Zone, this study examines the lack of implementation of fire management in the petrochemical industry, enhances the overall image of the petrochemical industry in industrial safety, and reduces the occurrence and harm of industrial safety accidents.
