本研究探討空軍南部基地鄰近區域噪音防制補助之有效度。空軍南部基地因飛機起降及訓練時間較為頻繁，有可能對鄰近居民生活品質及生、心理造成一定影響。依據法規辦理噪音防制作業，空軍南部基地已經執行多年，但是對於補助的有效性，尚未有完整的家戶調查與意見回饋分析。因此，本研究採用問卷調查法，針對具下列資格者: (均須符合) 1. 空軍南部基地周圍11個里；2. 民國95年以前建造房屋的所有者(居民)；3. 房屋符合噪音防制補助各項規定；4. 完成第一輪噪音防制作業，進行問卷調查對象。問卷結果顯示: 航空噪音對居民的心理影響是有顯著差異的。有效度分析，居民對實際補助金額大多都表示不滿意，但對於軍方承辦人處理業務的服務態度，大多都表示滿意。

This study investigates the effectiveness of noise prevention subsidies for the residents living in the vicinity of the Southern Air Force Base. The frequent aircraft take-off and landing during training hours at the Southern Air Force Base may have potential impact on the quality of life, health and psychology of nearby residents. Noise prevention program has implemented in accordance with airport noise control regulations for years, and the Southern Air Force Base has also implemented under this regulation. However, a thorough in-field survey and feedback analysis on the effectiveness of the subsidy for the residents living in the vicinity of the Southern Air Force Base has ever been investigated. Current study uses a questionnaire survey to target the residents living in the vicinity of the Southern Air Force Base with the following qualifications: 1. Residents living in 11 noise monitoring districts around the Southern Air Force Base; 2. owners (residents) of houses built before 2006; 3. Houses that meet the prevention and control subsidy regulations; and 4. Complete the first-cycle of noise prevention subsidies. The results of the questionnaire show that the psychological impact of aviation noise on residents is significantly different from elders than young adults. According to the validity analysis, most of the residents expressed dissatisfaction with the financial subsidy for noise control programs, but most of them expressed satisfaction with the service performance of the officer of Southern Air Force Base in handling the aviation noise subsidy programs.
