摘要

在國防自主的政策下,勇鷹專案預劃在西元2026年交付空軍取代現行的AT-3飛行訓練模擬器,但目前AT-3飛行訓練模擬器使用已逾27年,且隨著運轉時數的累積,正面臨故障頻率增加及商源逐漸消失等問題,導致維修困難度逐年增加,不僅維護作業日益嚴峻,亦恐影響勇鷹專案能否順利銜接。本研究運用系統動態學,找出關鍵變數之因果互動關係,據以建構動態模型,並運用此模型進行政策分析與模擬,探討不同政策對於模擬器妥善率及維護成本之影響趨勢,相關研究結果與管理意涵將於文內探討。

ABSTRACT

Under the policy of national defense autonomy, the Brave Eagle project pre-planned in 2026 to deliver the Air Force to transfer the current AT-3 flight training simulator, but the AT-3 flight training simulator has been used for more than 27 years, with the accumulation of simulator operating hours, AT-3 Flight Simulator are facing the problems in terms of increased frequency of failures and diminishing manufacturing sources and material shortages. Therefore, not only is the maintenance operation becoming increasingly severe, but also it is afraid to affect the smooth connection of the Brave Eagle project. The study applies system dynamics theory to analyze the maintenance system in order to find out critical variables and their casual relationships. Thus a system dynamics model is then constructed for policy analysis and simulations. Further, how the availability and cost by different policies will be discussed. The related research results and management implications will also be discussed in the paper.
