運用系統動態學探討陸軍工兵裝備外包維修政策之研究

摘要

工兵為陸軍主要戰鬥支援部隊,具有逢山開路,遇水架橋,障礙排除、設置及災害搶修之多重能力,工兵裝備具有深入災區及協助搜索等重要功用,如何維持裝備良窳以保衛國家及人民的居住安全成為當前的重要課題。而我國陸軍工兵部隊的挖土機及裝土機,由於機動性高、挖掘及載運能力強,現已成為陸軍工兵救災的重要兵力。隨著國軍組織精簡及國防預算日趨減縮環境之下,國軍肩負日益頻繁的救災任務、同時需維持作戰效能、維修效益並降低維修成本,因此,如何運用外包維修政策建立工兵裝備的維修系統為值得深入探討的議題。

本研究以陸軍工兵部隊為研究對象,運用系統動態學探討影響工兵裝備維修模式之關鍵變數,據以建構動態模型,並運用此模型進行政策分析與模擬,探討政策調整對裝備妥善率及維修效益之影響。

ABSTRACT

The Army Corps of Engineers are the main combat support units of national army. They have the ability to expand the road, construct bridges, set up obstacles, and also relief disasters. Engineering equipment has important functions such as deepening disaster areas and assisting in search. Keep the engineering equipment proper to protect the country and the people safety is an important issue at present. The excavators and loaders have become an important force for the relief due to their high maneuverability, excavation and carrying capacity. With the streamlining of the army and the shrinking of the national defense budget, the national army bears increasingly missions of disaster relief, while keeping maintenance efficiency and reducing maintenance costs. Therefore, how to use outsourcing maintenance policy to construct the engineering equipment maintenance system become an issue that is worthy of further discussion.

In this study, we use the Army Corps of Engineers as the research object, use system dynamics to explore the key variables which affect the maintenance mode and build a system dynamics model. Using this model for policy analysis to discuss the adjustment of policy that impact the maintenance benefits.
