社區錄影監視系統犯罪預防效果之研究

摘要

本研究針對裝置CCTV、DVR、NVR、VSaaS 等四種類型錄影監視系統的社區,利用Clark 情境犯罪預防理論的五個面向所設計的「社區錄影監視系統犯罪預防效果風險評估表」,經由問卷調查實際操作使用系統的物業管理或保全人員及深度訪談設置該系統的專業人員,來評量上述四種類型錄影監視系統的犯罪預防效果。研究共發出124份問卷,回收有效問卷96份。研究結果發現,目前使用第三代監視系統(NVR)者最多(共計63份;其餘使用第一代者7份;使用第二代者26份,使用第四代者0份)。而使用第三代監視系統(NVR)者,其「環境因素」當中的「人為破壞(交通事故撞擊、故意破壞)」是風險等級最高(H-7)之因子。就整體犯罪預防效果,則認為技術越新,犯罪預防效果越好,目前是第三代犯罪預防效果最好,未來第四代預防效果將會更佳。

ABSTRACT

This study aimed at communities of four types of video surveillance systems such as CCTV, DVR, NVR, VSaaS, etc., and used the five “Crisis Risk Assessment Forms for the Prevention of Community Crime Surveillance of Community Video Surveillance Systems” designed by Clark's Theory of Situational Crime Prevention. Actual operation Use the system's property management or security personnel and in-depth interviews to set up professional personnel of the system to assess the crime prevention effectiveness of the above four types of video surveillance systems. A total of 124 questionnaires were sent out and 96 valid questionnaires were returned. The results of the study found that the number of people using the third generation surveillance system (NVR) is currently the highest (63 in total; the rest use 7 in the first generation; 26 in the second generation and 0 in the fourth generation). For those who use the Third Generation Surveillance System (NVR), “human damage (accident crash, vandalism)” among “environmental factors” is the factor with the highest risk level (H-7). As for the overall crime prevention effect, it is believed that the newer technology is and the better the crime prevention effect is, the third generation crime prevention effect is currently the best, and the fourth generation prevention effect in the future will be better.
