以HELLOS模型分析飛航管制人員之人為因素負荷與任務之關係-以空軍航戰管人員為例

摘要 飛航管制人員與飛行員是第一線參與飛航作業的人員,在維護飛航安全與協調解決航機異常或緊急狀況是關鍵角色。在飛安事故調查與飛航專業人員訓練方面,國際民航組織(ICAO)運用 SHELL 模式來加以建構與討論,希望有效促進飛航安全。在相關文獻回顧中,發現大部分的研究主要探討 SHELL 模式各個構面下的重要因素,卻很少以實例來驗證構面之間的影響關係。故本研究主要針對空軍飛航管制人員,探討 SHELL 模式與 HELLOS 模式構面間之關係,利用專家探討的方式調查飛航管制人員,以了解目前空軍飛航管制現況。
關鍵字:SHELL模式、HELLOS模式、空軍航管人員,專家訪談 ABSTRACT During aviation emergency, the role of an air traffic controller is very important for aviation safety because he/she is the first-line personnel to coordinate with pilots sharing the aviation safety decisions making. In application of SHELL model in aircraft accident investigation proposed by ICAO, Civil Aeronautical Administration (CAA) of Taiwan, ROC has regulated all the aviation operating organizations and personnel have to take such training courses that they can learn from the root causes of historical accidents in order to promote their crisis decision making ability. Researchers have investigated the working pressure of civil aviation air traffic controller through SHELL model for years, however, seldom military cases were analyzed. Current study, in application of HELLOS model evolving from SHELL model in combination of organizational factor through expert interviews, discusses Air Force Air traffic control status quo through case study.
