飛航與勤務時間之法規規範與實務執行之差異分析-以空軍運輸機飛行員為例

摘要

疲勞是影響飛航安全的危險因子。造成疲勞的因子,除了不當的班表、超長的工作時間與飛航時間外,駕駛員本身的作息狀況更是無法忽略的重要因子之一。本研究藉由參考我國之飛航法規,彙整了相關飛航法規資料及各種飛航規則,並且與我國相關軍航法規做比較與分析。其中針對勤務時間、飛航時間與休息時間為研究重點,透過各國飛航相關規範進行匯整與分析,並針對我國運輸機飛行員勤務時間、休息時間、法令規定進行多方考量,希望進一步提供更為完善的勤務、休息時間等建議,以提供部隊與駕駛員參考,達成更為安全的飛航環境之目標。

ABSTRACT

Pilot fatigue, one of the most potential threats to aviation safety, has been investigating by many researchers for decades, and some influential factors are concluded such as improper flight schedule, long working hours vs. irregular rest intervals, long flight hours, and pilot’s daily activities. Civil Aeronautics Administration (CAA) sets strictly regulations on working/ full rest and flight hours for commercial airline pilots. Military transporter pilots are also following similar regulations particularly designed for civil aviation pilots. A gap analysis on working hours vs. rest intervals, and regulations between those two types of pilots are compared through expert interviews on military pilots. Safety recommendations, according to current status quo for service schedule, are suggested to management officers who are responsible to create a safer operating environment for military transporter pilots.
