摘要

隨著國內經濟成長,石化用品消費量增加的結果,各種化學物品之運輸量亦呈大幅增長,每天有為數不少之化學品運輸車輛,在高速公路或平面運輸道路上穿梭急馳,其潛在的問題應予以重視其中丙烯液化氣體本身具有易燃性、易爆等潛在危險,更會因高速運送過程之中路況複雜而增加其危險性,所以其槽車運送過程中的安全問題,已為社會各界所重視,對於槽車公路運輸作業而言,其安全性取決於槽車司機、路況、車況、裝載石化品種類及裝數量等,但所有安全、環保管理仍以國內法令要求為主軸,採取相關必要的安全衛生措施。 因高雄丙烯管線氣爆事件造成之重大災害,因此本研究以丙烯槽車替代管路運送的安全評估,以運輸公司丙烯專用槽車及運送發生事故率進行量化風險分析,依結果進行遴選運輸公司,藉由調整運輸公司運送趟數找出風險最低的比例,並建議石化業者積極進行運輸安全風險管理,要求運輸商從管理面及技術面積極改善以降低事故率。

ABSTRACT

As the domestic economy grows, as a result of the increase in the consumption of petrochemical supplies, the volume of transport of various chemicals has also increased significantly. There are a large number of chemical transport vehicles every day, and they are rushing through highways or flat transport roads. The problem should be emphasized that the liquefied gas of propylene itself has potential dangers such as flammability, explosiveness, etc. It will also increase its risk due to complex road conditions during high-speed transportation. Therefore, the safety issue in the tanker transportation process has been The social community has attached great importance to the fact that for the tanker road transport operations, its safety depends on the tanker drivers, road conditions, vehicle conditions, types of petrochemicals loaded, and quantity of loading, but all safety and environmental protection management is still based on the requirements of domestic laws and regulations. Take relevant safety and health measures. Because of the major disasters caused by the gas explosion of the Kaohsiung Propylene pipeline, the study evaluated the safety of the substitution of propylene tank trucks for pipeline transportation. The quantitative risk analysis was carried out based on the accident rate of the tanker and transportation of propylene used by the transportation company, and the transportation company was selected according to the results. By adjusting the transportation companies' shipping mileage to find the lowest risk ratio, we suggest that petrochemical companies actively manage transportation safety risks and require transport operators to actively improve the management and technical aspects to reduce the accident rate.
