Performance Evaluation Taiwan Police Departments in 22 Counties and Cities Using DEA Models

ABSTRACT

Due to the economic growth of the society, as the quality of livings relatively improved, the requirements and demands for security of person and public order have increased. Various countries have instituted performance measurement procedures for police departments. Also, as the increased awakening of civic consciousness, the media and the public of Taiwan have noted this too. They doubt on the capability of the government to address the issue effectively.

In this work, data envelopment analysis (DEA) was used to measure the efficiency of police department in each city/county in Taiwan. Taking the annual report of year 2016 of the government of Taiwan’s as a reference of the research, the result classified the Police Departments of all counties and cities into three grades by the difference of Efficiency Frontier. There are nine counties and cities belong to the first grade; For the second grade level, there are also nine counties and cities; And the last four for the third grade. This research would become the basis for allocating scarce resources such as government funding and enabling benchmarking, especially when there is limited budget for this endeavor.
