土木包工業作業風險管理相關工具之開發--以步道工程為例

摘要

本研究根據與土木包工業者的深度訪談內容以及行政院勞工委員會危害辨識及風險評估技術指引的風險劃分原則,發展出土木包工業的增強型風險評估矩陣等ORM相關工具。並以步道工程的ORM為例,說明如何使用這些工具。結果發現:步道工程風險等級最高之危險因素為「人員未配戴安全裝置」與「施工技術不佳」。針對這兩項危險因素,本研究以MOL提供數項解決方案並以選擇的優先順序排列,供土木包工業者參考,藉此盼能降低案例之成本並提高施工品質,以減少工安意外的發生。

ABSTRACT

This study is based on in-depth interviews with civil industry’s companies and the Council of Labor Affairs of the Executive Yuan’s hazard identification and principles of technical guidelines for risk assessment. The development of the civil industry enhanced “risk assessment matrix” was based on ORM. A path project using ORM principles is used as an example of how to use these tools. Results show that the two highest risks of constructing a path are related to "construction workers not wearing safety equipment" and "poor construction." For these two risk factors, the study used MOL to provide several solutions in order of priority, for civil industry’s reference to help improve the quality of construction, and reduce costs and the occurrence of accidents.
