摘要

煉鋼廠廠房內機具及製造過程中具有許多火災潛在危險性,且鋼鐵廠為提升競爭力,必須持續導入新製程或持續增加產能,因而產生新的建築結構、防火防煙區劃、易燃性氣體與易燃性化學品使用量的迅速增加等安全問題,萬一發生意外導致生產中斷,損失更難以估計,甚至影響企業生存。因此,良好的事前規劃與實施損害防阻管理,對於鋼鐵產業的風險管理已益發顯得重要與迫切。本研究宗旨以中鋼煉鋼廠廠房為研究主體,以「內、外環境條件」、「安全設備與設施」以及「安全管理與制度」等三個構面採用PHA檢核表探討火災風險評估,透過深度訪談三位管理者瞭解煉鋼廠廠房火災預防對策。根據受訪者意見以及相關文獻針對火災預防對策提出建議,達到降低火災風險確保企業持續營運之目的。

ABSTRACT

There are many potential fire risks of the machines and the process of manufacture in the steel plant, and the steel plant should keep on the new process of manufacture or continue increasing the production in cause of enhancing competitiveness. Therefore, new structures, fireproof areas and many of using inflammable chemicals that creates lots of security problems. In case of fire, can’t continue producing. It will cause great damage and have an effect on the enterprise. As a result, it’s very important to execute the fire protection of management in advance for the risk management in the steel industry. The objects of this study are the steel plants of China Steel Corporation. Based on the three dimensions: (1) internal and external condition, (2) safety equipment and facilities, and (3) security system, this paper discusses the fire risk assessment by PHA checking list. In-depth interviews are adopted to three managers of the steel plants to understand the fire protection strategies in the steel plants. Final, according to the opinions of managers and references provide suggestions for fire protection, the purpose of decreasing fire risks and keeping the enterprises on operating.
