摘要

警局道路影像監錄系統是目前各縣市警局最重要的犯罪偵防工具之一,各縣市警局道路影像監錄系統由於分年、分區建置且路口監視器數量龐大致使整體系統管理維運成為警局管理單位頭痛問題。因此針對警局道路影像監錄系統在管理上面臨哪些問題?這些問題的風險程度又如何?乃是本文所要探討問題。 因此,藉由文獻探討、專家訪談並運用 作業風險管理整合軟體(ORMIT)來進行風險評估與分析。綜合警局道路影像監錄系統概況並利用 4M 模式共計找到11項潛在的危險因子。其中駭客入侵、各期系統整合、監錄系統規劃與建置、天災(颱風)為高危險因子,各警局依據各縣市現況採用不同方式降低各項危險因子危害程度但警政署應於影像監錄系統整合策略中程階段加強各縣市影像整合以及妥善率監督機制。

ABSTRACT

Road image surveillance system is one of the most important tools regarding crime protection for police stations in each county and city. The complicated system operation and management become a tough issue to the management unit of police station due to the huge amount of monitors. Moreover, the Road image surveillance systems in each county and city are built separately by year and area. As a result, this content addresses topics as below, Considering the road image surveillance system, what kind of issue in management dimension is encountered? What is the risk level of these issues? Therefore, we perform risk evaluation and analysis by literature review, expert interview and Operational Risk Management Integration Tools (ORMIT). 11 potential risk factors are derived according to the general situation of the road image surveillance system and 4M mode. Among them, hacking, system integration, plan and build of monitoring system, and natural disasters (typhoon) are high risk factors. Each police station adopts different ways to decrease the damage level of each risk factor based on current situation in each county and city. The national police agency should enhance the image integration of each county and city, and supervision mechanism of system availability in mid-phase of integration strategy of image monitoring system.
