營運持續管理之研究-以地震災害對A半導體公司的影響為例

摘要 半導體電子產業是台灣目前最重要的經濟產業之一,維持半導體電子產業能夠保有競爭力,也是確保台灣經濟發展能夠成長的關鍵要素,半導體電子產業隨著產品生命週期縮短及景氣循環快速變化之衝擊,加上全球化跨國企業的競爭,使得企業承受風險變大,如何減少營運風險也就成為企業營運策略重要的議題,因此如何確保企業可以持續營運就成為半導體電子產業持續努力的方向。
本研究透過案例分析來說明企業建構營運持續管理的重要性,完整的營運持續管理系統不是建置完成就可以發揮作用,需不斷的透過演練及事故案例的經驗學習來調整並回饋到營運持續管理策略,本研究以A公司在遭受六級地震災害為例,說明企業所建置的營運持續管理在遭遇重大事故損害時,發現原本未設想到的風險及其造成的損失,加以檢討發生原因及提出精進做法。 本研究結論為企業導入營運持續管理要落實執行風險評估和營運衝擊分析,真正瞭解企業的營運風險才能制訂適合企業的營運持續管理策略,保持企業持續營運;同時提出降低地震震損的建議措施以減少可能的損失及加速災後復原工作。 關鍵字:營運持續管理、半導體產業、風險評估、地震災害。 ABSTRACT The semiconductor industry in Taiwan has played an important role in the worldwide market. With the characteristics of short product life cycle and rapid change, along with fierce competition, semiconductor manufacturing companies can take no risk of business interruption caused by any kind of natural disasters like earthquake. Accordingly, semiconductor manufacturing companies attach great importance to the prevention and mitigation of possible seismic damage.
This study provides a case study to demonstrate the importance of a good management of the prevention of seismic hazard. With thorough planning and continuous drill, the management system can be reviewed and practiced for perfection. A good business continuity management can only be done through continuous adjustment and feedback to reinforce the integrity of it. Also, the expert questionnaire is utilized to evaluate and verify the feasibility of the practice. An example case is discussed in this study for Company A after the occurrence of a big earthquake hit Taiwan with the Richter magnitude of 6.0 in 2016. This study concludes that only with good assessment of risk and impact analysis, enterprises can reduce the risk and mitigate the possible loss from natural disasters like earthquake.
