公路長隧道救援風險管理之研究─以雪山隧道為例

摘要

  公路長隧道是指長度四公里以上之公路隧道而言。由於公路長隧道是一個配合地形而設計建造的特殊空間,具有密閉化及地下化等特性,因此,公路長隧道之行車管理與隧道內災難救援等等,也不同於一般開放性行車空間;一旦長隧道內發生災變發生,其通訊、搶救及人員避難逃生等均極為困難。本研究將以雪山隧道為對象,利用(1)文獻探討(2)問卷調查(3)深度訪談,並透過作業風險管理整合軟體(ORMIT)之協助,進行量化分析,以找出公路長隧道救援管理作業的高風險項目,進而提出可以降低這些公路長隧道救援管理作業高風險項目的具體改善建議。

ABSTRACT

Long road tunnel is the length of more than four kilometers of highway tunnel concerned. Because of a long road tunnel is designed to fit the terrain and built a special space, with tightly closed underground and other characteristics, therefore, the traffic management and road tunnel disaster relief long tunnels, etc., are also different from the general openness of the road space; once It occurs over a long tunnel disaster occurs, its communications, rescue and evacuation personnel etc. extremely difficult to escape. This study will be snowy mountain tunnel as an object, use (1) literature review (2) survey (3) in-depth interviews, and through the assistance of integrated operational risk management software (ORMIT), the quantitative analysis to identify long road tunnel safety project management of high-risk operations, puts forward specific suggestions for improvement can reduce these long road tunnel and high-risk projects.
