超高層建築物防火安全管理之研究

摘要 都市化集合住宅及商業性等建築大樓早已趨向超高層化、大型化及多元複合化發展。這類建築物無論在用途、區分、使用上與管理上,均比一般建築物來得複雜,尤其是防火安全管理的問題特別受到社會各界的重視。究竟複合式超高層大樓防火安全管理的重點為何?而這些重點存在的高風險因子是哪些?其改善對策又為何?都是值得探討的課題。
因此,本研究以台北101大樓為對象,探討其在防火安全管理工作上所面臨的作業風險。首先以文獻探討法找出防火安全管理的主要危險因子,再利用問卷調查對各項危險因子進行風險評估,並利用作業風險整合軟體 (ORMIT)排列其風險優先順序,進而對高風險因子找出可能的改善對策,並提出最直接有效的管理對策略,以達成防火安全管理的目標。 關鍵字:防火安全管理、作業風險管理整合軟體(ORMIT)、超高層大樓。 ABSTRACT The urbanized accumulate housing and commercial buildings have long developed towards the high-rise, enlarged and complex composition. The application, identification, usage and administration of such buildings are more complicated than general buildings, getting more attentions, especially the issue of fire prevention and security management. What’s exactly the main point of the fire safetymanagement of high-rise buildings? What are the high risk factors existing in? What are the improving strategies?These are all good subjects that worth to discuss.
Therefore, thisstudy focus on Taipei 101 building, investigating operational risks that are faced on the fire prevention and security management. At first, we review literatures to find out the main risky factors of fire prevention and security management, then questionnaire survey to estimate the risk of each risky factors, then utilizing the ORMIT to rank the risk, and then find out the possible improving strategies of high risk factors and listing the most direct and efficient manage strategies, in order to achieve the goal of fire prevention and security management.
