應用資訊處理法記憶觀點初探空軍官校飛行訓練通話風險

摘要 除了飛機結構及天氣因素等原因外,飛航事故有近七成與人為因素有關。其中在溝通疏失部分,由於是屬於意識下的操作,對於正在接受飛行訓練的飛行學官,如何確認並執行正確的航路指示,更形重要。本文所要探討議題乃是針對空軍官校飛行訓練中,與航空管制人員的通訊連繫疏失之危安事件,進行探討。本研究將飛航通話常發生的四種通訊疏失: 遺忘、錯誤回想、長期工作、工作記憶等面向,進行問卷調查。以期了解飛行學員與飛航航管員於飛航通話溝通疏失之認知差異,從而提出分析結果以期盼降低溝通之疏失來提升飛航安全。
關鍵字:飛航通話疏失、飛航事件、飛行學官、航空管制。 ABSTRACT Excluding environmental sudden-change or structural failures, more than 70% of probable causes of aviation incidents are contributed to human errors. Among those incidents, radio communication errors between ROCAF pilot cadets and air traffic controllers (ATC) are particular crucial because precise read-back and confirmation in response to the ATC instructions are key operations leading to safety of flight training. In current study, radio communication errors are classified into four categories, which are: oblivion, misrecall, absence of working memory and long-term memory. Summarized from questionnaire responses, current study investigates the root causes of radio communication errors, and provides suggestions to reduce errors and, in return, increase the flight safety.
