飛航安全的大數據管理「艾略特波浪事故曲線」

摘要

今年國內外連續發生飛航安全事故,造成人員傷亡慘重,此乃政府機構與航空公司的飛安管理已出現嚴重瑕疵,除欠缺飛安危機管理的預知系統,當面臨飛安的危機而不知,筆者於第八屆交通運輸安全研討會發表「飛安事故的軌跡與危機因數偵測」,首次推論出「艾略特波浪事故曲線」,繼而於2003年航空學會學術研討會與危機管理學會學術研討會連續發表:「評量飛安管理成效的艾略特波浪事故曲線」的建立、理論基礎與實務分析,擴展「艾略特波浪事故曲線」於實際應用,並將各航空公司的飛安事故的歷史記錄與艾略特波浪理論結合,建立起「艾略特波浪事故曲線(Elliott Accident Wave Curve)」評量工具,該事故曲線的軌跡,含有飛機製造廠商的設計製造品質、航空公司經營管理、旅客行為、氣候、政府航空設施、及社會群體互動等的影響,轉換成可辨認之波浪理論分析,從波浪行走的趨勢,可評量各國政府的航空服務與設施的「安全可靠度」,暨各航空公司的飛安管理能力,使政府、航機製造商、航空公司經營者,提前發現飛安管理的盲點,正確執行危機管理,修正不當的飛安計劃,也使航空公司發生飛安事故後,所投入龐大資金與執行改善計劃,是否有效,獲得有效的評估與分析,今若能應用「艾略特波浪事故曲線」來評量分析日常飛安管理的成效,就可轉成為飛航安全的大數據管理,成為航空公司日常微量危機管控系統,將可提高各航空公司對氣象服務、飛機製造商所提供的軟硬體支援、暨航空公司本身的維修管理等等的飛航安全可靠度的評估與危機管理,做有效的判決,提前改善飛航安全盲點,降低飛安事故。
