隨著時代變遷，人類的通訊方式也不斷演變，從古時候的書信，到現在的手機通訊軟體，改變相當的大，當然為人類帶來許多方便，但也伴隨一定的風險；不肖人士、詐騙集團利用人性的弱點，來詐取人民的財物，因此本研究運用作業風險，找出藉由通訊器材導致民眾受騙的潛在風險，並經由風險控制方法，以期有效減少並預防詐騙事件的發生，來降低民眾財產損失。

The communication patterns had dramatically evolving from written letters in the early 20th century to electrical mobile devices merely in the beginning of 21st century. The penetration of mobile devices into consumers’ daily activities provides such convenient way of living, at the same time, risks of personal properties loss or safety bring more concerns for new types of scam crimes. Current study, in application of Operational Risk Management (ORM) tools, is to investigate the potential risks of mobile device frauds. Counter-measures through control management are introduced to reduce the occurrences of fraud events, and effectively reduce the properties loss of mobile device users.
