基於救災條件之消防分隊人力配置探討-以屏東縣為例

摘要 現行地方政府之消防人力配置係根據「直轄市縣市消防機關員額設置基準」,以車輛裝備、勤務、勤休、人口面積、特殊建築及離島等因素計算員額。由消防署統計資料得知,在消防分隊實際人力配置議題上還存有許多問題。因此,本文基於人口數、轄區面積、防災人員素養指標、消防救護車輛裝備、天然災害指標、火災件數及救護件數等救災條件,利用層級分析法來計算各項評估因子之權重。依屏東現有消防分隊總人數評估各鄉鎮市之消防人力配置人數。由層級分析法分析結果顯示,評估條件中權重最重要三項分別為「救護件數」、「火災件數」與「人口數」,其值依序分別為0.265、0.219與 0.197。而人力配置分析結果顯示,在人口稠密之鄉鎮市如屏東市與潮州鎮消防人力配置明顯不足;而琉球鄉、麟洛鄉、新埤鄉、車城鄉、滿州鄉、瑪家鄉與枋山鄉呈現配置較多消防人力情形。
關鍵字:消防分隊、人力配置、救災條件、層級分析法。 ABSTRACT The fire manpower allocation in local government is according to ”Local government fire department manpower allocation standard”. The assessment factors in this code include fire vehicles equipment, service quantity, on duty and leave condition, population size, specific construction and outlying island. But, the allocation standards are still many problems. In this study, the assessment factors include population size, area, disaster rescue personnel literacy indicator, fire vehicles equipment, natural disaster indicator, fire quantity and relief. The weighting of each factor calculated by Analytic Hierarchy Process and the first three factors are 0.265, 0.219 and 0.197 of relief quantity, fire quantity and population size, respectively. The allocation result show that Pingtung City and Chaozhou township is obviously insufficient of fire staff. In the other hand, Ryukyu, Linluo, Sinpi, Checheng, Manchu, Majia and Fangshan Townships more staff situation.
