機場受毒化氣體攻擊應變機制探討-以高雄機場國內線為例

摘要

  近年國際間恐怖攻擊事件不斷發生,我國雖非國際恐怖攻擊的主要目標,惟不排除成為恐怖份子做為藏匿地點或犯罪活動的中繼站。毒化氣體攻擊為恐怖攻擊的一種方式,要確保高雄機場國內航廈在被施放毒化氣體攻擊之際,人員能夠在最短時間有效迅速疏散,避免造成大量人員傷亡。本文檢視高雄機場現有救災應變組織架構,並參考國內外大型公共空間應變機制,分析機場受毒化氣體攻擊之應變與人員疏散規劃問題。

ABSTRACT

  In recent years, terrorist attack frequently occurred in the world. Although Taiwan is not the main objective of terrorist attack, we could not exclude the possibility that terrorists regard Taiwan as hidden places or the relay station of criminal offenses. To make sure when the attacks of deleterious gas happen in Kaohsiung International Airport Domestic Flight Building, the staff could evacuate efficiently in the shortest time and avoid heavy casualties. In the case of the current organization and completed framework in Kaohsiung International Airport and regards the response mechanism of domestic and international large public space and documents collection as reference to have further discussion and analysis. It also focuses on the possible encountered situation of the passengers escape evacuation route and following suggestions and solutions.
