摘要
隨著亞太地區航空業快速擴張,對飛航組員的需求與日俱增,促使台灣首家民用飛航訓練中心的成立。首次單獨飛航作業(單飛)是飛航訓練中心自用執照訓練課程中建立學習駕駛員自信心的重點課目之一,然而對於飛行經驗較少的學員而言,卻是整個訓練中極具風險的階段。鑑此,本研究以航空人為因素SHELLO模型為理論架構,聚焦於飛行訓練過程中最具挑戰的首次單飛訓練,進行關鍵風險因素初探。藉由專家訪談意見建立問卷;並以台灣首家民用飛航訓練中心資深航空教師為主要調查對象,利用口語評估法對問卷資料進行加權,以評估重要風險因素。本研究結果能使飛航訓練中心之飛航教師瞭解學習駕駛員首次單飛訓練之重要安全風險因素與評估,進而降低訓練風險及提高訓練成效;以讓業者在資源有限情況下進行規劃與改善,確保飛航安全。

ABSTRACT
In order to catch up with the rapid development of the aviation industry in Asia-Pacific, a civil aviation training center has been set up recently in Taiwan. Student pilot’s initial solo flight is a top one of the critical programs among all flight training programs to build up his/her confidence, however solo flight is the most risky program in flight training safety. This paper focused on the risky factors critical to initial solo flight and the analysis is based on SHELLO model with information gathered from aviation experts and senior aviation instructors and finally set up an appraisal questionnaire. In addition, we use the Verbal Evaluation methods for the analysis to establish risk factors in initial solo flight safety. This paper provides not only valuable information for a flight instructor’s reference on initial solo flight to reduce the potential risk of flight safety but also valuable information to assure the authority investment being effective on flight safety.
