摘要
大部份的危機都會一再呈現早期警訊,如果組織忽視或沒有注意這些警訊,危機就有可能擴大到無法承受的損失。有些危機並不容易在事前預測,然而多數的危機卻是有跡可循。尤其在資訊發達時代,組織更有足夠的工具與方式來偵測這些早期的警訊。訊號檢測的機制並無法偵測所有組織所面臨的危機訊號。因此,完好的日常的訓練與培養洞察力,便能有效的辨識警訊。察覺哪些已經在組織蔓延滲透,而且可能引爆危機的潛在問題與弱點。
針對組織型態或作業目標之不同,本研究提出一般組織可運用的危機偵測的四步驟。包括:界定危機、列出導因狀況、弱點分析及危機排序等,以期能夠早期偵測危機,以最少的資源解決可能因為危機處置不當而導致的更大損失。

ABSTRACT
Most of crisis might show early warning signs repeatedly. If the organization ignore or pay no attention toward those warning signs, crisis might expand and cause unbearable lost. On the other hand, those early warning signs of some crisis were difficult to detect in advance. However, most of the crisis’ were tend to be traceable, especially with the highly advanced information technology development, which offer sufficient tools and methods to detect those early warnings. The mechanism of information detection cannot detect all crisis signs for the organization facing. Thus, better daily training and insight cultivation can intensify warning signs detection effectively. To detect those questions and weakness’ which might spread and infiltrate inside the organization which might detonate crisis outbreak.
In order to differentiate organizational weakness and operational goal, this study proposed the following four steps for crisis detection; among them were: screen crisis, list contribute situation, weakness analysis and prioritize crisis level. Hopefully these steps might detect crisis early enough in order to use the minimum resources to solve the greater loss which generated by crisis improper handling.
