摘要
作業風險管理協助組織或個人能以最大的創新性、彈性以及調整適應性安全地完成作業，它是一種發揮最大作業能力的藝術與科學。作業風險管理的步驟區分六大項。每個步驟皆配以實際的工具輔佐，以完成該步驟所被賦予之基本功能，並以概念化轉換為具體的形式展現這些結果。
本文乃以作業風險管理第一步驟危險識別作為探討對象，並將焦點集中在危險識別中的兩種特殊工具：風險評估量表法與檢核表分析，期望運用這些工具的特殊能力能協助各個組織發揮風險管理的功能，以確保各項作業皆能安全且成功。

ABSTRACT
The operational risk management can help organizations or individuals with the greatest innovation, flexibility and adaptability to complete the job safely adjust .This is a maximum operating capacity of Arts and Sciences. The operational risk management steps to distinguish six items, and each step are assisted with practical tools to complete the basic functions of the steps is given to conceptualize into concrete form to show the results.
The first step to explore the object hazard identification is based on operational risk management and focus on hazard identification of two special tools that are risk assessment scale analysis method and checklists. The research expects use the special abilities of tools can help organizations to play a risk management function to ensure the safe and successful operations.
