摘要
水設施的失效造成的衝擊是全面性的，停水亦會對消防用水、民生用水與衛生用水造成影響，為瞭解自來水停止供應對醫療機構用水需求之影響，本文首先針對供水系統因災害造成損壞之可能影響，包括可能的災害威脅、設施的風險分析、經營者的應變措施與區域的衝擊影響，分析整體性構成供水系統從上游到下游的衝擊鏈與可能影響層面；此外並進一步以2009年8月莫拉克風災中台灣南部停止供水情況，X醫療院所之緊急應變作為為例，透過案例探討，針對供水系統與醫療體系面對災害造成停止供水事故，提出相關建議與對策。

ABSTRACT
The failure of water facilities is comprehensive impact to citizen’s daily activities. The interruption of water supply could affect the water used for firefighting, civilian and sanitation. This research proceeds a preliminary analysis on the impact chain of disaster-damaged water supply system to national and regional government operations which include possible hazards, risk analysis of facilities, emergency measures, and possible influenced layers of the entire system construction from upstream to downstream. This research also brings up recommendations and strategies for medical institutions in facing water supply suspension through a case study of water crisis in X Hospital during typhoon Morakot disaster in August 2009.
