摘要

  都會區一旦發生大規模地震時,重要設施因損壞而中斷營運,將導致都市的生活機能遭受嚴重的衝擊。目前的地震災害損失評估方法,皆著重於建築物、橋梁、道路為主,對於重要設施,例如維生設施、緊急救援設施等防救災系統,其受災衝擊分析的研究相對較少。因此,建立重要設施衝擊分析方法,除可瞭解基礎設施受災情境外,更可作為未來規劃減災策略以及研擬防救災與應變計畫之參考。本研究於山腳斷層錯動造成規模7.1的模擬地震情境下,進行地震災害之重要設施類別的探討,並結合重要設施之基礎資料、營運條件,以及各營運條件於地震後之損害衝擊分析結果,最後完成應變時重要設施優先查報項目、以及醫療救援設施失效衝擊評估。

ABSTRACT

  When a large earthquake occurred in the metropolitan area and caused critical infrastructure, interrupt operations, urban area would suffer severe life losses. Current evaluation program focuses on the loss of buildings, bridges, roads due to earthquake attacks, however, is lack of critical infrastructure damage such as lifelines, emergency relief and response systems, disaster reduction and relief system impact analysis research. To establish critical infrastructure assessment method, disaster scenario has to be understood, and adopted as a reference for future mitigation strategy, and disaster reduction and emergency response plan. The purpose of this project is to discuss the category of critical infrastructure under scenario of a simulation M7.1 earthquake induced by Shan-Chiao fault. Incorporated with databases, operation condition and its loss analysis results, finally to accomplish the Priority investigation on critical infrastructure in emergency phase has finally accomplished, and the impact assess of emergency relief and response systems has developed accordingly.
