摘要
隨著科技的日新月異，現今航空業成為最便捷繁榮的交通運輸產業之一，這項高科技產業也逐漸成為國家進步的指標，但「安全」仍舊是背後重要的核心價值，因此飛航安全水準的提升一直是政府與航空業者共同努力的目標，我國民航主管機關為交通部民航局，其職責在於督促整個飛安體系健全的運行，以查核制度的執行來落實對於航空業者的監督指導，本文以政策執行的角度，來檢視民航局飛安查核制度的執行層面，瞭解民航主管機關如何透過查核制度的執行與航空業者相互配合？查核人員的執行力和裁量權對制度運行有何影響？以及執行與政策制定的關聯性為何？並分析探討其成效與可能改進的方向。
以往大多數研究皆以量化分析航空專業知識，少有以公部門執行角度討論飛航安全管理的落實，本文透過深度訪談和理論析探，從而建構兼具理論和實務之發現。

ABSTRACT
With the ever-changing technology, aviation industry has become one of the most convenient and blooming transportations. This high technology industry has gradually become the indication of national progress. However, “safety” is still the core value behind this. As a result, the promotion of flight safety has long been the target of the government and aviation industry operator. The competent authority of our civil aviation is Civil Aeronautics Administration, MOTC, whose duty is to supervise the operation of flight safety system and implement the monitoring and supervising of the aviation industry operator with inspection system. This article, from the angle of policy execution, examines the implementation aspect of flight safety inspection of Civil Aeronautics Administration, MOTC to understand how the competent authority corporate with the aviation industry operator through supervising and inspection system. Further, we analyze the effect and the possible improvement direction.
As the academic field lacks complete knowledge of professional aviation, there are differences in the academic field and practice. Moreover, the studies were mostly being conducted in qualitative analysis. There is little discussion from the executive angle of the public sector about flight safety and management. The article, through deep interview and theory analysis, establishes findings consist of theory and practice.
