摘要
所謂的社區，定義不一。研究顯示，目前以公寓大廈管理條例所界定的公寓大廈範圍最為明確。本研究也發現，與社區安全管理關係最密切者，主要為下列五大系統：1.社區警政、2.社區消防、3.家暴防治、4.駐衛保全以及5.物業管理。由於以往社區安全管理，多各自為政，究竟這五大系統執行社區安全管理工作主要的風險為何? 所採取的風險控制方法是否有效?過去鮮少有整體的探討與評估。本研究除透過文獻探討、深度訪談外，更嘗試利用作業風險整合軟體(ORMIT)為工具，將社區安全管理的幾個主要系統，作為任務分析的輸入項，逐一探討五個系統執行社區安全管理工作主要的危險，進而評估其風險等級;找出控制的方法，然後進行排序、決策，算出預期平均風險指標，再模擬實際執行，算出實際平均風險指標。重複利用(ORMIT)分析，可以比較前後調整控制對策所產生結果的變化情形，並據以對現行各主要系統的社區安全管理工作提出改善建議。

ABSTRACT
Community has a variety of definitions. According the research, Apartment Building Regulations has explained the range of the community clearly. We also found that community security management has a close relationship with the following five systems: 1. Community Policing, 2. Community Disaster Preparedness, 3. Domestic violence prevention, 4. Private security, and 5. Property management. In the past, these five systems are separated from implementing community security management. However, what is the major risk in these five systems? Whether the way we taken are effective to control the risk? It is rarely to be discussion and evaluation in the past. In this study we research with not only through literature and depth interview but also the Operational Risk Management Integration Tools (ORMIT). Make these five systems as the entry items of the task analysis. Explore the major risk one by one of these five systems. Then, evaluate the level of risk and identify control method. And then put it in order and make decision. Calculate the expected average indicators of risk. Then, simulate the actual implementation. Calculate the actual average indicators of risk. Reuse to analyze the risk with ORMIT. Compare the results from the change of control measures. Finally, according to the existing community security management works making recommendation to improvement.
