摘要
近年來天然災害事件發生機率日益頻繁，政府有鑒於災害防救工作除積極要求公部門機關的努力推動外，更需要社區民眾的直接參與，逐漸開始以社區為基本單位進行災害管理工作的推動。
本研究目的在於防災社區推動現況的調查與分析，藉由文獻回顧及探討國內外(美國、日本、台灣)防災社區推動現況，瞭解台灣防災社區推動現況之成效及其可能遭遇之困難，彙整後提出具體建議以提供國內各地方政府在後續推動社區災害防救工作之參考，期能對國內防災社區之推動有所助益。

ABSTRACT
The occurrence of natural disasters becomes more frequently in recent years in Taiwan remote communities. The local governments, not only have the responsibility to prevent such disastrous damages and to provide rescue missions, but require direct involvements from residents of these communities as basic disastrous management units in order to perform more effective disastrous prevention management before damages take place.
Through paper reviews from domestic and foreign publications, current study aims to understand, and to analyze the difficulties during the promotions of Taiwan’s status quo disaster resistant community. A concrete suggestion will be offered to local governments, and be helpful in promotion of current disaster resistant community systems in Taiwan.
