摘要
台灣受到熱帶氣旋影響除了房屋受到強風造成的毁損還會遇到瞬間雨量造成的豪雨和梅雨季節的影響，常會造成各地零星的淹水災情，但近年來由於溫室效應的影響使得氣候驟變，降雨量常常無法準確的預測，導致民眾遭受到淹水的災害所苦，因此本研究運用作業風險ORM (Operational Risk Management)，找出如遇到災害時可能造成的財產損失和生命威脅，並找出改善方案，減低民眾的生命財產損失。 關鍵字：溫室效應、降雨量、淹水、作業風險管理。
ABSTRACT
Taiwan is located in subtropical zone. The flooding due to typhoon and heavy rainfall in the summer cause lots of human lives, damage of public constructions, and properties losses.
Through the analysis from Operational Risk Management, this study is to provide risk analyses that could prevent possible flooding damages.
