摘要
2010國軍接連發生幾次空難，造成數架飛機全燬，也損失了幾位訓練精良的國軍飛行軍官。事故之後，大眾的疑問總是圍繞著幾個因素，例如飛機機械因素、飛行員操作失誤、操作環境、管理疏失、飛行員心理/生理失能、缺乏訓練、疲勞、過時的訓練課程等等不一而足的問題。
目前航空界對這議題的實際作法，就是建立安全管理系統(Safety Management System- SMS) 以及國家安全計畫(State Safety Programme- SSP)。我國民航局配合ICAO的時程，於2011年1月以民航通告要求航空器操作者與維修者，依三階段於2012年12月31日前，建構符合公司組織及作業特性的安全管理系統。
以我國軍為例，其飛安管理均有其獨立督察機制來維護其飛航安全。目前國軍已持續推動的飛行員主動回報系統、作業風險管理、飛地安線上即時通報系統、飛地安資訊系統，這些已經推動經年的系統，藉由國際民航組織ICAO及我國民航局所推動的安全管理系統，是否可以有效地將國際飛安管理融入組織管理體系之中，以塑造更優質飛航文化環境? 本研究將以國際民航組織/民航局所揭櫫的安全管理系統為範例，探討目前國軍所實行之飛安管理制度，是否能與現行的安全管理系統接軌，以確保飛航安全進而提升國軍戰力為目標。

ABSTRACT
Recently, several Ministry of Defense (MoD) aircraft accidents had killed excellent pilots on board. After accidents, the public is eager to know what are the root causes leading to such fatalities? Was it aircraft mechanic problems, inclement weather, managerial deficiency, pilot’s physically incapability, lack of training, fatigue, out-dated pilot training curriculum etc.? The list goes on.
For governmental organizations in Taiwan, independent audit systems within those organizations have established for the purpose to maintain the good aviation safety records. For example, some key elements to the success of SMS have been operating for years such as pilot reporting system, operation resource management, flight and base service reporting system, flight and base service information system etc. Compared these operating systems with equivalent SMS items proposed by ICAO and Civil Aeronautics Authority (CAA), current project aims to investigate the core values of safety cultures embedded with the organization safety systems; and provides a safer management system for the purpose to reserve and promote organizations’ operation capacities.
