九二一校園重建相關政策及組織的發展歷程

Policy and organizational development process of Campus Reconstruction after the 921 Earthquake

摘要

  本研究主要針對校園重建或新校園運動至今的發展歷程,調查及收集相關文獻,歸納出九二一校園重建的政策、組織及後續的相關發展。在相關政策及公告方面,從一開始的校舍鑑定到災校認養的政策,以及後續為了執行校園重建所頒訂的規劃設計規範,能看出校園重建在執行項目上的整體過程。而重建組織的部分,無論是政府成立推動組織或民間動員皆是重要的環節,政府單位包括負責執行災後重建的行政院所屬單位、各縣市政府及受災學校等。民間單位則有非營利組織及民間企業對受災學校進行認養並出資重建,也包含專業團隊在重建政策上的推動與執行。透過參與組織及相關政策、公告的施行,無論是校園認養機制研擬、教改理念融入、參與式設計推動等,皆是九二一校園重建所累積的成果。

ABSTRACT

  This study focused on campus reconstruction or new campus movement since the development process, investigation and collection of relevant literature, summarized campus reconstruction of policy, organization and follow-up related development. Part of the policy and Notice, the beginning of the school identified to the school adopt a policy, and the subsequent announcement of the planning and design specifications in order to implement the campus reconstruction, can see the whole process of campus reconstruction in the implementation of the project. The reconstruction of part of the organization, are all important aspects, both the government set up to promote the organizations or civil mobilization, government agencies, contains a unit of the Executive Yuan was responsible for the implementation of post-disaster reconstruction, county or city government and the affected schools. Private organizations have non-profit organizations and private enterprises to adopt schools and funded disaster reconstruction, also include professional team to promote and implement reconstruction policies. Through participation in the organization and related policies, notice of the implementation, both the campus adopt mechanisms develop, the concept of integrated educational reforms, promotion of participatory design, etc, all the 921 campus redevelopment accumulated results.
