摘要
我國2001年訂頒《災害防救法》律定國軍協力政府災害危機處理之角色，然而，在2009年莫拉克風災重創台灣後，修改為國軍主動支援，並且執行馬總統所宣示「先期部署，預置兵力」的災防政策。本研究藉由國軍第一線人員救災實證經驗，提供相關建議作為政府災害防救危機處理之參考。

ABSTRACT
National Army had been set up to aid disaster crisis management, according to the Disaster Prevention and Protection Act in 2001. After the Morakot typhoon attacked Taiwan in 2009, amending National Army to support disaster crisis management actively and to implement "initial deployment, preset troops” disaster prevention policy announced by President Ma. This study surveys the Street-level of National Army, analyzes the empirical data, and makes some suggestions.
