摘要
鄉(鎮、市)公所為我國災害防救體系中第三層級，亦是最先面對災害來臨的組織，而災害防救工作的運作情形會影響整體的救災效果，本研究從我國災害防救體系、相關理論與國內的相關法規及文獻探討中整理相關之概念，評估災情訊息通報、疏散避難工作、民力運用、通訊聯絡及應變態度等相關因素對第三層級災害防救工作運作之影響最為重要。

ABSTRACT
The township administrative system, at the bottom level in Taiwan three-level disaster prevention and rescue systems, is so crucial to the success of integrated rescue efforts because it is the frontline government to endure the first disaster strikes, and to perform timely the follow-up standard operation procedure (SOP) on disaster rescue. In the current study, the important factors toward the success in township disaster prevention and rescue system were investigated through literature reviews on related domestic regulations, laws and concepts on disaster prevention theories. Those factors include notification of disaster information; excavation procedures performance, manpower arrangement, disaster communication, and administrative attitude toward the disaster.
