摘要
本研究旨在將緊急救災物資中心作業項目，透過標準化作業流程的方式，訂定物資中心的作業標準流程，使得作業更加清楚與明確，解決物資中心管理人員因時間急迫而出錯的問題，因此，本研究透過系統化的方式，將物資中心作業標準化後的作業流程步驟匯入系統，藉由系統提醒管理者做出適當的決策，避免在時間緊迫時期，遺漏重要的工作。此外，本研究考慮到物資中心資源管理不易之問題，更建置三大作業系統平台，分別為物資供需平台、物資管理平台與志工管理平台，透過平台的輔助，達到提高物資中心工作績效與相關資訊彙整之目標。最後，本研究透過情境模擬的方式，進行物資中心導入系統前後之比較分析。研究結果顯示，本研究所提出之系統，除了提醒管理者之功能外，亦能提高物資中心資源管理效率及達到管理透明化之目標。

ABSTRACT
The research is conducted to develop the working duties of the emergency relief inventory center and make them more clear and accurate, by the means of setting up the standard operation procedures for the emergency relief inventory center in order to provide the solution to the problem that the staff of the emergency relief inventory center makes mistakes due to the short of time. Therefore, by the means of systematization, the research will provide the input of the standardized operation procedures into the system. The system will suggest the manager make the appropriate decisions and help avoid missing important procedures during the rush. Moreover, considering the difficulty in resource management of the emergency relief inventory center, the research will provide the idea of setting up three operation system platforms: the resource supply platform, the resource management platform and the volunteer management platform. With the assistance of the platforms, it is aimed to increase the working efficiency of the emergency relief inventory center and of relevant information gathering. Last, the research will analyze the differences between having the system and not having the system at the emergency relief inventory center via the simulation of the situation. As the result, the research shows that the system provided not only provides the assistance to the manager, but also increases the efficiency of the emergency relief inventory center and makes the management clear.
