摘要
本研究之目的在對女子監獄舍房安全現況進行調查、分析、評估。主要採用文獻探討法、訪談法、觀察法並利用作業風險管理軟體(ORMIT)加以整合探討,期能找出降低風險等級之對策,進而增加監獄房舍安全之方法。
本研究之訪談法是先行製作出訪談題目後,以不指定的方式訪談四名於桃園龍潭女子監獄實際執行舍房管理勤務之管理人員;觀察法則是本文研究者利用暑假在桃園龍潭女子監獄實習機會,針對舍房管理直接觀察以取得研究之資料。經整合上述訪談法及觀察法所得之女子監獄舍房安全管理之現況資料。再利用作業風險管理整合軟體(ORMIT)進行分析。本研究發現女子監獄舍房管理風險的關鍵三階段如下:1、受刑人在進入舍房前的搜身檢查。2;受刑人攜帶物品之檢查(如「新收調查」等)。3、管理人員對於受刑人於舍房生活管理的情形。本研究進一步利用ORMIT中風險控制主選單(MOL)的「增加、避免、移轉、分散、減低、拒絕、延後、補償」等策略,找出前述三大關鍵階段,可減除風險的控制方法。經選定風險控制方法後,預期高度風險件數已降為1件。經模擬作業得到的實際高度風險件數也減為2件。中度風險件數,也有原始的14件,變為預期的6件,實際則為9件。整體平均風險指數(ARI)也由原始的13.37,變為預期的5.84,實際則為7.48。最後本研究針對前述之發現,提出降低女子監獄在舍房安全管理風險之建議。

ABSTRACT
The goal of this paper is to analyze the risk of prison for female criminals. We use the Operational Risk Management Integration Tools(ORMIT) to explore the risk, and find out the solution to reduce the risk. We design the interview subject first, then randomly selected four cell administrator in Longtan, Taoyuan Women's Prison to interview. Through the summer internship in Longtan, Taoyuan Women's Prison, We have opportunities for direct observation to obtain the study data. Through interview and observation in the Women's Prison and use Operational Risk Management Integration Tools (ORMIT) for analysis, we found that three key stage in the women prison cell management:1. security check before the prisoners into the cell. 2. check of inmates belongings (such as "newcomer survey"). 3. the management situation for the inmates living in cell. We further to use the Macro Option List (MOL) to find out the risk control methods. Having selected risk control methods, it is expected that the high level risk has been reduced to one. The actual high risk by the simulations of the number was reduced to two. Moderate level risk, but also of the original 14 into the desired 6, the actual is 9. The overall Average Risk Index (ARI) from the original 13.37 into the expected 5.84, and actual compared to 7.48. Finally, following the foregoing findings, we offer the management recommendations of the women prison cell.
