摘要
本研究主要在探討建構台灣民間營建業參與災後重建工程之整合型風險管理架構,其參考理論依據為加拿大政府之整合性風險管理架構 (Integrated Risk Management Framework, IRMF);應用以上災難風險管理之架構論述融合台灣社會文化因子及台灣營造業型態以建構符合台灣政府部門於面對天然災害或人為災害時,災後重建專案於進行履約風險管理時, 政府採購發包部門對民間營建業所須具備之之整合型風險管理架構。 本研究先整理台灣營建業於承攬公共工程所面臨之專案風險及其風險管理模式,並以政府於災後緊急進行公共工程採購,政府所面臨之營建業履約風險及其因應之對策,基本上將擬定民間營建業之整合型履約風險管理架構以供政府於災後進行緊急公共工程重建採購,民間營建業之履約風險管理參考。

This research first finishing Taiwan construction industry contract public engineering by faced of project risk and risk management mode, and to Government disaster emergency for public engineering procurement, Government by faced of construction industry performance risk and due to should of countermeasures, basically will developed civil construction industry of integration type performance risk management schema to for Government post disaster for emergency public engineering reconstruction procurement , civil construction industry performing risk management reference.
