應用PMBOK專案風險管理評估五楊高架工安事故因子之探討

摘要

  五楊高架工程自2009年開工至2012年3月初,短短2年共發生28次意外事故,其中死亡人數高達5人;雖然目前土木工程中的施工技術及機具設備日益進步,但在施工過程中,不確定的施工危險因子眾多,所以仍經常發生意外事件,而造成工安事故及人員傷亡之悲劇。
  本研究以應用美國專案管理協會(PMI)所出版專案管理知識體指南(PMBOK)中的專案風險管理知識體先評估五楊高架工安事故因子,透過PMBOK風險管理程序於工安事故因子之辨識與分析,建構出工安事故因子評估流程,具備科學化與系統化之管理模式,並應用營建管理方式定義工安事故識別風險所應用特性要因圖,有效將事故因子歸類於各事故類型,對事故之預防與管理具有參考準則。
  本研究發現營造產業之工安風險因子大多是在施工時才會發生,因此必須透過過去的經驗或其他方式才能減少或避免工安意外的發生;藉由PMBOK工具及技術來辨識風險進而排序風險優先順序並規劃其風險回應內容,適時於工程執行階段中回饋更新安全基準與更積極之預防行動,而本研究透過五楊高架段明確定義工安事故因子衝擊與機率級距尺度,具備其相當準則性以評估公安因子風險處置之急迫性且初步提出不同急迫性風險因子處置內容與時間。
本研究結果可供後續工安事故研究之參考內容,但在實際執行工安風險管理時,應就政府法令、公司工安政策及專案特性進行調整,以規劃出符合PMBOK風險管理之應用。

ABSTRACT

  Wu Yang Elevated since 2009, started to early March 2012, there were 28 accidents in just two years, the death toll up to five people. Although the civil engineering construction and machinery and equipment, and more advanced, but in the construction process, the large uncertainty of construction risk factors, we are still often the accident, caused by the industrial safety accidents and casualties of the tragedy.
  In this study, the application of Project Management Institute (PMI) published by the Project Management Body of Knowledge Guide (PMBOK), project risk management body of knowledge to assess the five Young Elevated work safety accident factor identification through the PMBOK risk management procedures in the industrial safety accident factors recognition and analysis, construct and labor safety accident factor evaluation process, with scientific and systematic management mode, and apply the definition of construction management approach to identify ricks of the industrial of the industrial safety accident of the application features because of plans, effective accident factors are classified in various types of accidents, the accident with reference to guidelines for prevention and management.
  This study found that to create a public safety risk factor for the industry most will occur during construction, through past experience or other means to reduce or avoid the industrial safety accident; by PMBOK tools and techniques to identify risks and then sort the risk priorities and planning risk response content to update security baseline and a more aggressive preventive action, timely feedback in the project implementation phase of this study through the distance scale of the impact and probability level of the elevated section of the five Young a clear definition of the industrial safety accident factor, with its considerable normative in order to assess the urgency of the disposal of public security factor risk and initially proposed to dispose of the content and time of the different urgency of the risk factors.
  The results of this study work safety accident follow-up study reference content, but in the actual implementation of the Industrial Safety and Risk Management Government Act, public safety policy and project characteristics should be adjusted in order to plan the PMBOK risk management applications.
