摘要
台灣處於環太平洋地震帶上，使得台灣
地震活動相當活躍，嚴重的九二一地震，造
成了驚人的災難和無法估計的損失。本研究
使用作業風險ORM (Operational Risk
Management) 發現可能的風險和提供有效
的改善方法，減少生命財產的損失。

ABSTRACT
It is often to have earthquake in Taiwan,
especially the 921 earthquake happened on 21
September 1999 that caused 2,321 death and
tremendous property loss. This study, therefore,
uses the method of Risk Management trying to
help people to find out the ways to reduce loss
when they encounter the big earthquake again
in the future.
