摘要
21世紀隨著科技進步、國際交流頻繁，全球化趨勢已改變戰爭思維及型態。國際間對於任何可能的安全衝突引爆點，或是影響區域，甚至於國際安全環境的顧慮，不斷提升關注的層級。C4ISR（指揮、管制、通信、資訊、情報、監視、偵察）系統建立戰場資訊優勢，將陸、海、空、天戰場上各軍兵種武器系統、作戰平臺、保障裝備聯為一體。網路戰方式可區分在四個方面：駭客攻擊、病毒傳播、通道干擾以及節點破壞。然而，隨著全球化發展，使得國際安全情勢更加錯綜複雜，自從美國遭受911攻擊事件後，國際社會已深刻體認軍事力量是確保國家安全的重要保障。影響國家安全因素可從擬定國家安全政策分析，其議題內容層面應包含國際安全、國防安全、政治安全、經濟安全與社會安全等層面。

ABSTRACT
The purpose is for the acceleration military modernization, specially establishes the information system that is C4ISR (command, control, communication, computer, information, surveillance, reconnaissance) system. The system is able to integrate armament system, operational platform, and maintenances equipment into an operational system. Information security research area including theories of protecting information and survey the technologies of information systems from unauthorized access, use, disclosure, disruption, modification, perusal, inspection, recording or destruction. The paper studies the network technologies against computer malicious attacks. After 911 attack in U.S., international society has well recognized that military fore is the barrack and protection for national safety, the critical issues including national policies of international security, national defense security, political security, economical security and society security.
