模糊層級分析於軌道維護關鍵因子之探討
-以台灣高鐵為例

摘要

配合經濟商務活動的需求,台灣高速鐵路以安全、省時與高速度的軌道運輸系統來串連台灣的一日生活圈。然而在提升環保綠能與高速化交通運輸系統的同時,另外一個重要議題即是「安全」,安全是運輸系統的首要條件,而維護作業是基本與重要的安全工作,即完善的維護管理系統可以增加營運生產力並減少維護資源的浪費。

本研究針對台灣高速鐵路公司的軌道維護作業系統進行研究,探討其作業過程與可行的提升維護效率模式,藉由維護作業內容來萃取具影響力的關鍵因子,以作為日後高鐵軌道維護知識化作業系統建立與相關教育訓練之參考。首先以層級分析法遴選安全系統之重要維護因子,藉由一致性機制驗證回收問卷之有效性,另藉由模糊層級分析法之模糊理論求得各因子實數之絕對權重與排序。在層級分析四個構面設計下,研究結果發現,在模糊層級分析的專家意見萃取下,「軌道設備維護檢查」構面在軌道維護安全關鍵指標的影響最大,故權重影響較大的因子包含「鋼軌超音波探傷檢查」、「運轉及安全規章更新與控管」、「維修作業標準程序SOP建立」與「道岔系統檢查」。故研究藉由「維護管理」與「關鍵因子」的探討,將有助於建立良好軌道運輸安全運作機制與預測災害風險因子,進而降低災害發生之機率。

ABSTRACT

The Taiwan High Speed Railway had been constructed due to fulfill demands of domestic economic development in Taiwan. It operated under safety, time-saving and high speed, and connected several important cities to become a day-trip life via this transportation system. However, the safety is another important issue while we focus on how to do well on environmental protection and how to promote the high speed transportation system simultaneously. Safety is the most important condition for transportation system and then a good maintenance quality is the foundation of safety. Therefore, a good maintenance management system could improve productivity of operation and reduce maintenance resource wasted. The research will focus on track maintenance system of Taiwan High Speed Railway Cooperation and study how to improve maintenance efficiency during working process. The research also extracts several influential key knowledge factors via maintenance activities and then could be a track maintenance training reference and track maintenance knowledge established on high speed railway. The research use Fuzzy Analytic Hierarchy Process (FAHP) to filter some important key factors which could effect railway operation safety system and through consistency to prove questionnaires effectively. It has been found that track facility inspection is the key factor in track maintenance safety issues, and track alignment inspection and maintenance procedures established are more important in sub-indicators. The research also found that following knowledge management system and practical critical indicators could improve efficiency of track maintenance management as well as to display obviously knowledge management results.
