摘要
從1980年第一代座艙資源管理(Cockpit Resource Management- CRM),組員資源管理(Crew Resource Management- CRM),演變到現在的企業資源管理(Corporation Resource Management- CRM)。管理面的決策角色,已經漸次地將人為因素予以制度化,以期創造更優質的飛航安全環境。目前航空界面對這議題的實際作為,就是期盼建立適用於各國組織文化的安全管理系統(Safety Management System- SMS),並藉以因應更複雜的飛航人為因素的挑戰。本文以我國民用航空局於2011年所公告的民航通報AC-120-32C為範本,進行我國安全管理系統與ICAO的分析探討。

ABSTRACT
A safer aviation operation depends mostly on the further understanding on human factor issues; requires more resources in improving the management efficiency; and establishes a more effective Standard Operation Procedure in reduction on human errors in the past century. Human factor has been playing a crucial part in the progressing of aviation safety history since the initiation of Cockpit Resource Management in the 80s, following the Crew Resource Management in the 90s, and evolving into the Corporation Resource Management from the beginning of this century. Currently, International Civil Aviation Organization- ICAO has issued regulations- Annex 6、11、14 on Safety Management System in 2006 aiming at the creation of a safer aviation environment. This paper is to study the Advisory Circular 120-32C, “Safety Management System- SMS”, issued by Bureau of Civil Aviation Administration, Department of Transportation, Taiwan, ROC in 2011, and to link the SMS with ICAO version for the purpose to have a better understanding to establish a superior management environment in Taiwan aviation industries.
